Within the scope of national law, there is no problem that the duty to protect and preserve the environment is palpable and the authority to enforce it unquestionable. However, in the sphere of international law, a matter as crucial as maintaining the ability of the environment to sustain life for generations to come apparently meets with a well-meaning but inadequate response. Proposals to arm international environmental law with more teeth have been forwarded for almost half a century, and yet the more adamant environmentalists are dissatisfied that the results have been lackluster at best. It is against this background that this paper discusses how compliance with International Environmental Law can be enhanced and made more effective, within the purview of established legal principle. It shall examine the scope and extent of international environmental laws and regulations, how these are originated and organized, and the organizations charged with their implementation and enforce ment. Discussion shall thereafter proceed to how the laws are applied, the instruments by which they are enforced, what inadequacies exist in this implementation, and how to address such shortcomings with a view towards improvement. 2.
